I need some advice on city tours and activities in Kuala Lumpur. I am staying at the Sheraton Imperial Feb9th-12th. Two of Us. Any short tours available, are taxi's safe? etc

Taxis are safe, but once they know you are staying at a 5 star hotel, they will find ways to rip you off. Even with meters, the meters can be modified. So it's your luck with a taxi driver, honest or bad. Short tours? You can try the Batu Caves. Or hop on to the new tourist bus in KL, i think it's called Hop on Hop off, i cant remember, a small fee, takes you around KL tourist sites.

I took the taxi to drop me off at Crown Plaza KL Hotel. The meter showed 7 RM so I gave them 10 RM banknote. The driver refused to give me a chance and asked me to call the police if I want the money back. The hotel staff just standing and did nothing. It's not a big amount of money but I just didn't like to be cheated that way.

Yeah, many bad taxi drivers, i guess same as tuk tuk in Phuket.
Once i took a taxi to Shangrila hotel, once he heard that hotel, he purposely took a longer way and gave me many excuses not knowing that i am local.
