Is it possible to reserve and pay online, but for other charges to be added afterwards? If so, how can you be assured the charges are not outrageous?

What does it mean when they say "rates are subject to change without prior notice"

Or "this amount does not take into account certain accomodation taxes that need to be paid directly to the hotel".

How about changes in exchange rates?
