Advice needed on FMP and Samui

Hi there,
I am planning to go to full moon party with my g/f this month and wanted to get some advice.
I have been to FMP before, but that was 5 yrs ago, and I hear more and more talks recently around how bad it is run now and how unsafe it is now. Is that true? Has it totally changed and not adviceble to do it anymore?
I am gonna be there from 18th July until 21st July and thinking about staying in samui rather than in koh phangan since I thought samui offers much more option for accommodation and for other things to do. Our budget is around $250 - $300USD/night and I wanted to get some advice around what areas or resorts to stay?

Im not too sure about the full moon party, but we have friends that live on samui that talk about the bad stuff that happens there.
I stayed on lamai beach at the lamai wanta resort. It was AUS $ 40 a night per room, and it was awesome. It is on the beach, has a great restruant and the staff are awesome. Im 21 and i loved it. But if your after more action, or a busier part of the island(as in more people, not more to do) id stay at chawang. You will paying alot more for the same thing, but it was awesome too. we went on a songtail around the whole island for $10 for 4 of us. no matter what you do, go to the samui aquarium. You can get a photo with a tiger.
